Interior do Submundo

Head to northern Los Santos, west side. If you look at the west going highway, it should continue going west until it starts to curve down. Just before it starts curving down, if you look north to the road there's a huge home with several balconies.

With a jetpack on, fly into the inset balcony, then walk towards the inside of the building. You'll see the outline of the building and the rest of the surrounding Los Santos.
